Drawing on risk perception theory, the study conceptualizes transparency as an institutional mechanism that reduces perceived uncertainty in high-risk policy environments such as offshore wind energy projects. (Design/methodology/approach) Survey data were collected from 305 residents of Jeju Special Self-Governing Province. Citizen participation was modeled as the dependent variable, policy promotion and government trust as independent variables, and administrative transparency as a moderator. A hierarchical moderated regression analysis was conducted, controlling for demographic characteristics.
(Findings) Policy communication significantly increases citizen participation, whereas government trust does not exert a direct effect. Transparency shows a significant positive direct effect and moderates the relationship between trust and participation: government trust enhances participation only under high transparency conditions. The moderating effect of transparency on the relationship between policy communication and participation is not statistically significant.
(Research implications or Originality) The results highlight transparency as a critical institutional condition that transforms trust into participatory behavior. By applying risk perception theory, the study demonstrates that transparent procedures reduce perceived “unknown risks,” strengthen cognitive stability, and activate the mechanism through which trust influences participation. These findings suggest that effective policy communication must be accompanied by consistent information disclosure and procedural openness to enhance public acceptance and foster cooperative governance in energy transition policies. |
